Constitutional change. Failure of Federal/Provincial agreement as a basis for unilateral action by the federal government. A discussion of the appropriateness of such action and its consequences. The Vancouver Consensus amending formula and its attributes. Suggestions by the speaker, as a member of the PC party, as to the nature of the amending formula, and the patriation of the Constitution. How those suggestions differ from the Prime Minister's proposals. Whether or not to entrench a Charter of Rights in the Constitution. Issues at the time of Confederation and how they have/have not changed. The failure of the constitutional debate.
