Constitutional change. Failure of Federal/Provincial agreement as a basis for unilateral action by the federal government. A discussion of the appropriateness of such action and its consequences. The Vancouver Consensus amending formula and its attributes. Suggestions by the speaker, as a member of the PC party, as to the nature of the amending formula, and the patriation of the Constitution.
